The Government of Republic of Srpska has received a grant from the Kreditanstalt für Wiederaufbau (KfW) towards the cost of Energy Efficiency in Public Buildings Project (EEiPB). The “Energy Efficiency in Public Buildings (Republika Srpska)” (“Project”) concerns the promotion of energy efficient reconstruction and modernization of selected public buildings in the education sector in Republika Srpska/Bosnia and Herzegovina. The purpose of the Project is to (i) improve the energy efficiency of public buildings (focus: schools and kindergartens) in Republika Srpska/Bosnia and Herzegovina and hence (ii) public service delivery in the education sector as well as (iii) poverty reduction.
The Ministry of Spatial Planning, Construction and Ecology Republic of Srpska intends to hire a Procurement Manager (Consultant) to assist the Ministry in implementation of the Energy Efficiency in Public Buildings Project for works, goods and services. The Procurement Manager will support the implementation of the project and will play a key role in preparation, implementation and monitoring of different procurement transactions pertaining to the implementation process.
Consulting services are required full time for a period of 3 years with the possibility of extension for another 2 years. The type of contract will be Lump Sum.
The qualification criteria are: At least a Bachelor’s Degree or equivalent in economics, finance, law, engineering or any other relevant discipline. Broader experience and knowledge of energy efficiency/climate change issues is desirable. Previous experience in procurement according to guidelines of International Financial Institutions or other international actors is desirable. Possession of IT-literacy in MS Applications (Word, Excel, PowerPoint etc.). Working knowledge of written and spoken English. Excellent communication and organizational skills.

A Consultant will be selected in accordance with the KfW Guidelines for the Procurement of Consulting Services, Works, Plant, Goods and Non-Consulting Services in Financial Cooperation with Partner Countries, January 2019.
