On behalf of our client, an independent Swiss development organization that is building capacity in all over the world, Helvetas, ManpowerGroup is looking for a motivated candidate to fill the regional position of: Finance officer

Job Description: 

  • Ensure an adequate, orderly and efficient accounting and financial management of the projects in the country according to the related rules and guidelines of the Bosnia and Herzegovina, SDC and HSI HQ;
  • Actively support the budget process of the projects – Corporate Budget, Contract amendment (revised budget), RAP, Banana export;
  • Technical support the process of VAT reimbursement;
  • Support the monthly financial monitoring and reporting of the projects;
  • Conducting Partner financial monitoring and field visits to partners (incl. selection, contracting);
  • Support the yearly local Audit preparation, coordination and facilitation of the audit process (preselection, timing etc.);
  • Actively support the Procurement process – conducting Risk analysis of potential partners, member of Evaluation committee, commenting/approving of the draft Contracts;
  • Conduct HR administration – creating Working Contracts and communication with Payroll company;
  • Support update of Finance Manual, NPR and other manuals – based on changes on local law and HO and/or donor requirements and follow up them;
  • Participating, supporting and conducting all necessary financial trainings of operational staff and assistance to Project Managers and Country Director; Capacity building of partners on rules and regulations;
  • Support Office Manager in her/his duties;
  • The Country Director and the Country Finance Manager may assign other tasks not covered in the above list for limited periods of time

Candidate profile: 

  • Academic degree (University or equivalent) in accounting, finances, economics, or any field relevant to the scope of work, or equivalent;
  • At least 3 years of relevant experience in accounting and finance management;
  • Advanced level of English language capacities (oral and written);
  • Good knowledge of MS Office (Excel, Word, Power Point);
  • Accounting software – optional;
  • Driving license B category (active user) – will be considered as an advantage;
  • Previous experience working in a national or international non-governmental organization and/or national or international donor entity will be considered as an advantage;
  • Highly developed problem solving and analytical skills;
  • Number-oriented thinking, attention to detail and accuracy;
  • Solution-oriented approach, independency and responsibility in work;
  • Excellent written and verbal communication skills (with sensitivity to cultural differences) and
  • Adaptability to different systems, processes and procedures
