The British Embassy in Bosnia-Herzegovina is part of a world-wide network, representing British political, economic and consular interests overseas and is now looking to recruit a full-time Programme Finance Manager to lead British Embassy Sarajevo’s Programme Secretariat, supporting embassy programme activities. The jobholder will be responsible for financial management of the embassy programme portfolio, organising the Programme Board and managing the Secretariat’s work as a procurement hub for Embassy project and programme managers.
Roles and responsibilities:
Financial Management and Procurement:
Provide high-quality advice on budgeting across the embassy programme portfolio, reviewing embassy-funded projects to ensure they have accurate budgets providing value for money. Assess the impact of changes to budgets on the embassy’s financial management.
Support embassy project and programme managers in procurement, ensuring UK and local procurement processes follow organisational rules and best practice. Support local procurement of goods and services where required. Review contracts and grant agreements to ensure they correspond with organisational requirements.
Forecast and monitor project spend across the embassy programmes, highlighting risks. Provide accurate, timely financial information to project officers in the embassy and high quality financial reporting to the programme teams in London.
Report to senior management on financial commitments and spend, making recommendations to ensure effective financial management.
Monitor financial risks across embassy programmes. Conduct due diligence on financial management of project implementers to minimise risks of fraud or improper use of funds.
Work closely with colleagues in the Foreign Office in London and neighbouring British embassies to in the region to ensure British Embassy Sarajevo is following best practice in programme financial management and reporting.
Support the Embassy Programme Board in its role overseeing and making decisions on embassy programmes. This will include scheduling, preparing high-quality papers and producing accurate minutes of meetings.
Act as embassy focal point for knowledge management, conducting regular reviews of the programme files ensuring audit compliance.
Regularly review updates to Foreign Office programme and project management guidance to ensure embassy is complying with its requirements.
Project and Event management:
As required, undertake management of embassy projects, including management of the embassy fellowship programme.
Organise and manage programme related events within the Embassy, including workshops, training and networking events.
Essential qualifications, skills and experience
Fluent oral and written in English and in Bosnian/Serbian/Croatian;
A minimum of three years of financial management experience;
Strong experience of financial management and administrative support specifically for projects or programmes;
Strong financial management skills, including budgeting, forecasting, monitoring and analysis. Experience of working with an Oracle-based system would be an advantage;
Excellent problem solving skills;
Excellent interpersonal skills and ability to work collaboratively with others;
Ability to think creatively and take a proactive role in achieving team objectives;
Strong written and verbal communication skills;
Flexibility and ability to learn quickly;
Advanced skills with MS Word and Excel.
Desirable qualifications, skills and experience
Clean driving licence;
Experience managing projects would be an advantage.

This is a full-time position of 5 working days, 41 hours per week.
The position is offered initially for one year with a possible extension for another year upon successful completion of three month probation period and subject to the availability of funding.
BE Sarajevo will provide opportunities for learning and development, including dedicated courses on project and programme management, financial management, monitoring and evaluation and other project management skills, and opportunities to network and learn from others performing similar roles elsewhere in the region.
The successful candidate will be subject to professional background and security clearance and must have pre-existing work authorisation for Bosnia-Herzegovina in order to apply.
The successful candidate will be hired under the Terms and Conditions of British Embassy Sarajevo and social contributions will be paid accordingly.
The monthly salary for this position is 4.203 BAM gross per month. In addition, members of staff receive a meal allowance and transport allowance as per Terms & Conditions.
Staff members recruited locally by the British Embassy in Bosnia-Herzegovina are subject to Terms and Conditions of Service according to local Bosnia-Herzegovina employment law.
